中國(guó)共產(chǎn)黨第二十屆中央委員會(huì)第三次全體會(huì)議于7月15日至18日在京舉行。全會(huì)審議通過(guò)了《中共中央關(guān)于進(jìn)一步全面深化改革、推進(jìn)中國(guó)式現(xiàn)代化的決定》（以下簡(jiǎn)稱《決定》）。決定稿對(duì)完善高水平對(duì)外開(kāi)放體制機(jī)制作出部署。提出穩(wěn)步擴(kuò)大制度型開(kāi)放；深化外貿(mào)體制改革；深化外商投資和對(duì)外投資管理體制改革；優(yōu)化區(qū)域開(kāi)放布局；完善推進(jìn)高質(zhì)量共建“一帶一路”機(jī)制。

The 20th Central Committee of the Communist Party of China (CPC) adopted a resolution on further deepening reform comprehensively to advance Chinese modernization at its third plenary session held in Beijing from July 15 to July 18. The draft resolution also outlines plans for refining the institutions and mechanisms for high-standard opening up, which involve steadily expanding institutional opening up, deepening the foreign trade structural reform, further reforming the management systems for inward and outward investment, optimizing the layout for regional opening up, and improving the mechanisms for high-quality cooperation under the Belt and Road Initiative.

《決定》提出，穩(wěn)步擴(kuò)大制度型開(kāi)放。主動(dòng)對(duì)接國(guó)際高標(biāo)準(zhǔn)經(jīng)貿(mào)規(guī)則，在產(chǎn)權(quán)保護(hù)、產(chǎn)業(yè)補(bǔ)貼、環(huán)境標(biāo)準(zhǔn)、勞動(dòng)保護(hù)、政府采購(gòu)、電子商務(wù)、金融領(lǐng)域等實(shí)現(xiàn)規(guī)則、規(guī)制、管理、標(biāo)準(zhǔn)相通相容，打造透明穩(wěn)定可預(yù)期的制度環(huán)境。擴(kuò)大自主開(kāi)放，有序擴(kuò)大我國(guó)商品市場(chǎng)、服務(wù)市場(chǎng)、資本市場(chǎng)、勞務(wù)市場(chǎng)等對(duì)外開(kāi)放，擴(kuò)大對(duì)最不發(fā)達(dá)國(guó)家單邊開(kāi)放。深化援外體制機(jī)制改革，實(shí)現(xiàn)全鏈條管理。

維護(hù)以世界貿(mào)易組織為核心的多邊貿(mào)易體制，積極參與全球經(jīng)濟(jì)治理體系改革，提供更多全球公共產(chǎn)品。擴(kuò)大面向全球的高標(biāo)準(zhǔn)自由貿(mào)易區(qū)網(wǎng)絡(luò)，建立同國(guó)際通行規(guī)則銜接的合規(guī)機(jī)制，優(yōu)化開(kāi)放合作環(huán)境。

依托我國(guó)超大規(guī)模市場(chǎng)優(yōu)勢(shì)，以國(guó)內(nèi)大循環(huán)吸引全球資源要素，增強(qiáng)國(guó)內(nèi)國(guó)際兩個(gè)市場(chǎng)兩種資源聯(lián)動(dòng)效應(yīng)，提升貿(mào)易投資合作質(zhì)量和水平。穩(wěn)步擴(kuò)大規(guī)則、規(guī)制、管理、標(biāo)準(zhǔn)等制度型開(kāi)放。

We will leverage the strengths of China's enormous market, attract global resources and production factors with our strong domestic economy, and amplify the interplay between domestic and international markets and resources. This will position us to improve the level and quality of trade and investment cooperation. We will steadily expand institutional opening up with regard to rules, regulations, management, and standards.
